Biography

Some of the expressions are spontaneous, natural. The chirping of the birds, the prattle of a kid, the expression of love…for time immemorial they have remained the same, followed the same pattern, the same nuances, made the same impact here, there, all over the world.

But in the world of need based communication, the days of drums and smoke signals are over, passed into history with Tarzan or Mongli. It all changed in 1792, a French engineer, Claude Chappe built the first visual telegraphy system between Paris and Lille, followed by a line from Strausbourg to Paris. A century later the conventional telephone came into being as an invention of Alexander Graham Bell. In India, telecommunication has crossed phenomenal 150 years , since.

A person from the hill state of India, Himachal, neighbouring the mighty Himalays, aspired to be a part of this fascinating story, four decades back. Today, after 35 years in the world of telecommunication he finds himself at the centrestage of burgeoning telecom revolution in India, performing various pivotal sroles in the process, spreading his activities all over India and the world.

CDMA Technology Induction

While in TEMA and HFCL, was involved in induction of CDMA technology in Indian network as Chairman of TEMA Committee, which interacted heavily with Department of Telecom, BSNL, MTNL, TRAI, TEC, private service providers etc. playing active role in Product certification by Govt., equipment validation, technology comparison specially with GSM, technology suitability assessment, finalization of technical specifications, commercialization of product, initial and first commercial field trials, demand projections, first big procurement Government PSU operator tender, deployment, quality and technical approvals, acceptance testing, setting up of manufacturing facilities, plant operations and strategy for after sale service etc. An active involvement in policy formulations for full mobility for CDMA technology.

CORDECT Technology Induction

While in TEMA and HFCL, was responsible for finalization of technical specifications, Product certification by Govt., equipment validation, field trials, quality and technical approvals, market assessments, selling technology to Government telecom operator and large private telecom operator for large scale deployment, and as Project Director, HFCL the actual production and installations in field with after sale service facilities.

As a Project Director in HFCL, was involved in equipment validation, product certification and large scale manufacturing and installations of 2 GHZ DMRs, quality and technical approvals etc.

Policy Formulations

While in TEMA, was actively involved in various forums and Groups formed by Government, Department of Telecom, Planning Commission, Telecom operators, Industries Associations, Telecom Engineering Center, Quality Assurance etc. for various Government policies like NTP 94, NTP 99, Proposed Draft New Telecom Policy 2005, Proposed Draft Telecom Equipment Manufacturing Policy, technical Specifications for telecom/It equipments, telecom/IT R&D Policies, IX and X Five Year Plans for Telecom ,Working Group on 3 G, procurement policy and procedures, spectrum policies and procedures, National Frequency Allocation Plans, Spectrum Management policy framework, National Telecom Development Plans, State Industrial Policies, Industrial Trade, Import/Export Policies etc.

Infrastructure Development

While in HPSEDC and HPFC, was involved in project feasibility reports, project development, project financing, Planning and Development of Industrial Areas and as Ex Officio Chief Engineer Planning and Construction of Industrial Sheds.

Telecom R&D

Association with Research Institutes like CDOT, IIT Chennai, IIC Bangalore, MPR Teletech, HFCL R&D Wing and other private R&D Houses for coordinating continuously research on access, NGN, Broadband, DMR.

Rural Telecoms

While in TEMA, associated with rural telecom policy formulations, Universal Service Obligation policies. In HFCL as Project Director, was responsible for rural deployment of Cordect for large private operator and HFCL operations in Punjab and 2 GHZ for public telecom operator.
